Legislative Newsflash: Rooming House Oversight

As of March 31, 2024, a new regulatory framework for rooming houses has been implemented by the city of Toronto. This new framework will only be relevant to condominiums which permit multi-tenant uses of units. The introduction of the new regulations aims to establish oversight and uniform standards over multi-tenanted homes, focusing on safety and affordability.

The city defines multi-tenanted homes (“rooming houses”) as a building where four or more rooms are leased to individual occupants. While tenants may share a common kitchen or bathroom facilities, they do not function as a unified household.

All operators of multi-tenant homes are now required to obtain a licence. New operators have one year to comply with the new regulations. The city has indicated it will support new operators in achieving compliance unless there are health and safety risks in doing so.

In addition, a new Multi-Tenant House Licensing Tribunal will hear appeals of licensing decisions. This Tribunal has replaced the current Rooming House Commissioner. More information about the Tribunal can be found here.
